Created by the 2017 Tax Cuts and Jobs Acts, Opportunity Zones were designed to offer a new federal incentive to spur investment in low-income and undercapitalized communities. While there has been disagreement about the success of the policy, or even how best to measure success, a new analysis by the Economic Innovation Group of two recent papers on Opportunity Zones finds positive initial outcomes.
